I had a timing cover on a 383 without the pump, it also had a different adapter sleeve on the crankshaft . That engine came from a '58 Mercury. I assume that car must have come without power steering. I have also gutted the internals from the pump and run just the housing with success.

Sounds like you have a vacuum leak to the vacuum modulator. The line runs from the left side of the intake manifold to the right rear of the transmission . The manifold may actually be marked EDG ,which would be a 383 designation of the same exact manifold . They may have came that way from the factory.
