I take it you were unable to find a broadcast (build) sheet hidden anywhere in the vehicle?
From the options you mention, they all sound like RPO or Regular Production Options. It may just be a car that was ordered loaded with a lot of options.
What is the DSO number on the data plate? Is it a two or six digit number. Typically a special order vehicle would have a six digit number. Is the DSO an 84 or 89, which would make it a company vehicle internally ordered by Ford.
I would also check with the Fairlane Club of America as the later intermediate Comets are also part of their group.

You may also want to track the car back to the orignal owner or family member, as he/she may be able to explain the circumstances behind the vehicle options.
