Response to Thats called manufacturing ... exactly what we are talking about.

I directly oversee two manufacturing plants (among other things) for the company that employs me.
Plant 1. Paulsboro NJ, makes and ships Agricultural Chemicals to US, CAN, Japan, Hong Kong, Mexico, South Africa, Chile, Argentina, Australia, NZ, even the UAE.

Staffed entirely by American workers and exports world wide with the exception of Europe.

Plant 2 Ashford Kent England, supplies similar chemicals to Germany, France Belgium, the UK, Ireland, Sweden, Holland, Spain, Portugal, and Italy.

Plant is entirely staffed by English nationals and my plant manager is an ex banker.

I am in the UK every 90 days. And I have not seen anything like you suggest. Our plant is in a small industrial park in the area of the UK side of the Chunnel. There is a thriving manufacturing community there that supplies Europe with thousands of different products.

Make a better product for the money and people will buy it.
