Those are published numbers and are well known with regards to thermal efficiency. The term I've seem used for it is "emissivity". Polished aluminum reflects approx. 97% and lamp blacked about 91%. If you question it's efficiency, put a space blanket on some evening when it's cool outside-or stick your hand one of those Mylar type potato chip bags. You will get it. Heat soak might still be an issue to consider. How do you NOT burn the top of a casserole in the oven-ask your wife. She knows.
