It is a vacuum source one-way valve for the 58/60 MEL cars. Instead of using a two-stage fuel pump, MEL attached a vacuum pump piggyback to the oil pump for extra vacuum source for wipers/accessories.

Damn,,,Ive seen a few hundred MEL's in my day and this is a first for me. LOL,,live and learn something every day I guess.
